Vladimir Putin has fired a clear warning shot across the West’s bow, declaring that any foreign military personnel in Ukraine would face direct fire from Russian forces. By labeling them “legitimate targets,” Putin is attempting to preemptively shut down a European proposal to deploy a postwar security force.
The proposal, which French President Emmanuel Macron has been championing, has the backing of 26 countries and would involve a military deployment to guarantee Ukraine’s long-term security. President Volodymyr Zelenskyy has indicated that Kyiv is hoping for a large-scale mission. Putin’s threat recasts this proposed protective force as a hostile intervention.
This aggressive rhetoric from Moscow is intended to sow fear and division among Western allies. It appears to be succeeding, as several major European powers like Germany and Spain have already rejected the idea of committing their own troops. This has diluted the original concept of a robust peacekeeping operation into a more passive support role.
