During a meeting held in the United Nations-controlled buffer zone, Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides were unable to reach an agreement on implementing new confidence-building measures aimed at resolving the long-standing Cyprus dispute. Erhürman disclosed that their discussions, which lasted about an hour, primarily centered on these measures and strategies for advancing the negotiation process.
Despite efforts to find common ground, the two leaders could not agree on new steps to strengthen the trust between their communities. Erhürman noted that both sides exchanged views on various actions, both internal and external, that he believes are undermining the trust already established. He emphasized the importance of creating a conducive environment for progress, echoing UN Secretary-General António Guterres’ call for new confidence-building initiatives and cautioning against actions that could erode mutual trust further.
The ongoing Cyprus peace process has encountered numerous obstacles, most notably the breakdown of reunification talks in Crans-Montana, Switzerland, in 2017. While the Turkish Cypriot side advocates for a two-state solution based on sovereign equality, previous negotiations had focused on a federal model. With these differing visions for the island’s future, the path to a resolution remains fraught with challenges.
In a related development, Erhürman mentioned that Maria Angela Holguin, the UN secretary-general’s personal envoy on Cyprus, would be unable to visit the island prior to the UN General Assembly due to illness. This absence could impact the peace efforts, as her role has been significant in facilitating dialogue between the two sides.
The leaders are scheduled to reconvene in the UN buffer zone on September 17. However, this forthcoming meeting will occur without Holguin’s participation, potentially affecting the dynamics and outcomes of their discussions. As both sides prepare for this next engagement, the focus remains on fostering trust and exploring new avenues for cooperation.
